Before you can do that you need to have a good internet connection with at least 256kbps in speed in order to make call with voice quality. Calling is right within your Gmail address when you are logging in, but it is not supporting from gmail mobile anyway.

After you login to your gmail account, now you need to click on "Call phone..." from the left sidebar and the calling dashboard will appear. If you don't have gmail voice plugin you need to install it right away from there by downloading and follow the installing instruction.
